Connecticut State Police Revamp CAD, RMS, Wireless Technologies In A
Multi Year Contract With NexGen Solutions
East Haven, CT - The Division of State Police in Connecticut, a part of the Department of Public Safety (DPS), is rolling out a set of completely revamped Computer Aided Dispatch (CAD), Record Management Systems (RMS) and Mobile and Wireless data technologies aimed at putting critical public safety data in the hands of officers in patrol vehicles at a moments notice. The provider is NexGen Solutions, a Connecticut based software company who has signed an eight year, $7million contract with the Connecticut Department of Information Technology to provide these products. NexGen replaced a national vendor previously under contract with the state.

A key component of NexGen’s CAD technology is the ability of officers in cruisers, using customized mobile data terminals, to map and track vehicles, locally and statewide. Along with the ability to see all other cruisers on duty, the NexGen application provides an officer in the field complete RMS functionality. Report writing, instant contact with dispatching, and other critical information is now on site, in the vehicle, where the incident or activity is occurring. It takes a load off the dispatcher to be able to turn over these functions to the officer. In tandem with outfitting state police vehicles, NexGen wired all 12 state police barracks in Connecticut with a phased launch program that called for two barracks a day going live. Besides these police locations, the NexGen application is used in several other law enforcement and government locations throughout the state.

The NexGen project is comprised of three phases including the installation, testing and activation of CAD, RMS and Mobile Data technologies. The project’s objectives are to improve the DPS wireless network infrastructure and performance, broaden wireless coverage, and enable officers to access information from their vehicles in the field in real-time. In addition, this project will create state-wide mapping capabilities, improve forms management and facilitate interoperability between headquarters and officers in the field. The suite of solutions selected for the CSP project include an industry-leading Mobile VPN from NetMotion Wireless, called Mobility XE, and Cingular’s wireless WAN.

The revamping of the state police technology is based on Open Architecture, Windows 2003, SQL Server 2005, and Storage Area networks. The system installed by NexGen is completely redundant, and offers transparency from any of the 12 barracks, and at state police headquarters and its mobile operations. Connectivity features are a WAN controlled by the Department of Information Technology as gatekeepers. The installation uses Fiber, OC3 and T1 for communications.

DPS, in a statement by the Steering Committee overseeing this project, said “…In a little over nine months, NexGen provided DPS with a very complicated, feature rich information system for its dispatch and records management. It’s a system that’s reliable, effective and acceptable to its diverse users.”
